Focus on Five Areas:Promote the Development of a Leading Zone for Inland Opening-Up and International Cooperation

In 2025, Chongqing will focus on five key areas to achieve breakthroughs in building an inland open international cooperation leading zone, fostering a comprehensive inland open hub and leading openness in western China.

1.Chongqing will accelerate the establishment of a "online + offline" synchronized foreign trade comprehensive service system, roll out support measures for digital trade, cross-border e-commerce, overseas warehouses, and integrated domestic-foreign trade, promote city-wide coordination of market procurement trade pilot programs, expand exports of the "new trio" products (electric passenger vehicles, lithium batteries, and solar cells) as well as automobiles, motorcycles, and parts, tap import potential for key equipment and high-end machinery, optimize the "order + list" early warning and monitoring system, and strive to build a National Digital Service Export Base.

3.Develop a multimodal transport collection and distribution system to enhance the capacity of east-west-north-south "four-directional" corridors, elevate the capabilities of "five-type" hubs (port-based, landport-based, airport-based, production service-oriented, and commercial service-oriented), and expedite the construction of an inland international mega-corridor hub and an international logistics collection and distribution center.

4.Focus on building a land-based international trade rule system, innovating railway bill financing pathways, advancing full-chain institutional innovation in key industries; explore digital trade innovation pilot projects within the Chongqing Free Trade Zone using the China-Singapore international data channel; establish a "post-border" reform and innovation system, and explore liberalized and facilitated institutional arrangements such as "within the customs territory but outside the border" and "non-prohibited entry" in core areas like fair competition and intellectual property protection.

5.Build a Central-Western International Exchange Hub and create a model of an international business environment.
