To better serve local high-quality development and high-level opening-up, and further facilitate foreign business personnel in conducting business activities in Chongqing, special visa facilitation measures will be provided for eligible foreign business personnel.
Target Beneficiaries
The term "foreign business personnel" in this Announcement refers to foreign nationals who engage in commercial trade activities in Chongqing on a regular basis, play an active role in promoting Chongqing's foreign economic and trade cooperation, and extends to their spouses and children.
Service Content
The Foreign Affairs Office of the Chongqing Municipal People's Government will issue special visa facilitation invitation letters to eligible foreign business personnel and their spouses and children, allowing for multiple entries over a 5-year period with a maximum stay of 180 days per entry. Based on these invitation letters, overseas Chinese visa authorities will issue M-category or equivalent visas with the same provisions.
Application Procedures
State-owned, private, and foreign-invested enterprises in Chongqing shall submit applications to the Chongqing Municipal Commission of Commerce. Application materials should be submitted to the Administrative Service Hall of the Chongqing Municipal Commission of Commerce (Address: 1F, Commercial Podium Building 2, Energy Building, No. 162 Nanbin Road, Nan'an District, Chongqing; Inquiry Hotline: 62661008, 62661099). Other applicants shall submit applications to the Foreign Affairs Office of the Chongqing Municipal People's Government and submit application materials to Window 8 of the Chongqing Foreign Affairs Service Hall (Address: No. 57 Honghu East Road, Yubei District, Chongqing; Inquiry Hotline: 63850687, 63619506).
Upon receipt of the special visa facilitation invitation letter from the respective application acceptance authorities, the applicant shall forward this letter to the foreign business personnel. Subsequently, foreign business personnel can apply for the visa at the Chinese embassy or consulate abroad using this special visa facilitation invitation letter.

Direct Application Requirement
The application for the special visa facilitation invitation letter for foreign business personnel must be submitted directly by the inviting entity, and shall not be processed through intermediary agencies. The inviting entity must ensure the existence of genuine and direct business relations with the invitee, and shall not provide false materials or engage in activities inconsistent with the purpose of the application.
If foreign personnel granted special visa facilitation are involved in "three illegalities" (illegal entry, illegal stay, illegal employment) or other violations of laws and regulations after entering China, they will be dealt with according to laws and regulations.
No fees will be charged for processing the special visa facilitation invitation letter.
The inviting entity must promptly report to the relevant authorities regarding the invitee's entry to China.
