The Chongqing International Railway Port Comprehensive Bonded Zone was approved by the State Council on April 30, 2024, making it the seventh comprehensive bonded zone in Chongqing City. Leveraging the synergistic advantages of "channels + ports + platforms," the zone will focus on developing three major industrial bases: high-end equipment manufacturing near the railway, a full industry chain for complete vehicles, and an integrated cold chain industry. The aim is to establish five key centres: for processing and manufacturing, research and development design, logistics distribution, testing and maintenance, and sales services. In total, the zone plans to create twelve bonded functional centres, comprising a comprehensive "6+3+3" model.
Location Features
The comprehensive bonded zone covers a planned area of 0.75 square kilometres and is located in the core area of the Chongqing International Logistics Hub Park in Shapingba District. It is adjacent to key hub nodes, including the China Railway United Collection Chongqing Central Station, the Chongqing Railway Port, and the Land-Sea New Corridor Waterless Port, providing seamless connectivity with ports, transport channels, and other hubs. Situated at the heart of the Western (Chongqing) Science City and the Xiyong section of the Chongqing Free Trade Pilot Zone, the zone benefits from the development advantages of the Chongqing Hub Port Industrial Park, facilitating efficient connections with the Liangjiang New Area and the High-Tech Zone.
Supporting Resources
Within the planned scope of the Railway Port Comprehensive Bonded Zone, functional facilities such as Type B bonded logistics centres, complete vehicle ports, and meat ports are already in place, alongside a total of 370,000 square metres of logistics and storage facilities and standard factory buildings. In addition, new supporting infrastructure will be developed, including fencing, checkpoints, inspection areas, and smart bonded facilities. The construction of these supporting facilities officially commenced in August this year and is scheduled for completion within the year, with an expected operational start in April 2025.
Industrial Positioning
Based on its advantageous resources and existing industrial foundations, the Railway Port Comprehensive Bonded Zone is focusing on four key industrial bases: automobiles, cold chain, pharmaceuticals, and intelligent equipment. It also plans to establish four functional areas: supervision and inspection, business services, living support, and business expansion. Looking ahead, the zone will focus on service trade, goods trade, and high-end manufacturing, supported by business services, legal services, and financing leasing. It will centre on four industrial sectors—automobiles, food, pharmaceuticals, and equipment—encompassing ten sub-industries. The zone will develop five key functional platforms: research and development design, testing and maintenance, bonded logistics, bonded processing, and display and sales. This ambitious plan will drive the creation of a synergistic development model, integrating "international channels + railway ports + comprehensive bonded zones," with the goal of becoming a demonstration window for Chongqing’s inland open comprehensive hub and the core engine for the international channel’s industry chain and supply chain centre.

Complete Vehicle Import and Export Full Industry Chain
The plan is to build the largest import and export complete vehicle full industry chain base in the western region, focusing on establishing six major centres in the complete vehicle industry chain: preparation and rectification, processing and manufacturing, testing and maintenance, research and development design, display and sales, and logistics distribution.

The goal is to create a nationally significant and southwest-leading high-end equipment manufacturing base near the railway, concentrating on three major centres: high-end equipment processing and manufacturing, research and development design and testing and maintenance, and bonded financial leasing.

Cross-border Cold Chain Industry Base
An integrated cold chain industry base will be established, focusing on "global direct procurement, bonded processing, and smart storage." The three key centres within the cold chain industry ecosystem will include: frozen meat product distribution and delivery, ASEAN fruit trading and distribution, and pharmaceutical bonded logistics storage for cold chain industries.
